Overview

POSITION SUMMARY: 

Under the direction of the Sr. Academic Administrator, this position will develop, implement, maintain and improve department relationships with State contracted entities. 

This position will be an integral part of the Department of Psychiatry and will be responsible for the day-to-day operations and functions for the departments numerous contracts with various Massachusetts State entities.  The Program Manager oversees the application, implementation, progress, and evaluation of complex multi-year, multi-site contracts for service. The Program Manager coordinates and mobilizes staff, faculty, consultants and other resources at multi sites, and funding agency levels to assure timely and effective implementation of contract deliverables.

 

Responsibilities include working with department leadership to ensure operations at each state contract.  Develop a relationship with the leadership teams of the contracting entities. Work with Vice Chairs around clinical operations, recruitment, education and training of faculty and administrative partners, and ongoing collaboration regarding process improvement strategies to support the growth and advancement of the Department. 

Responsibilities

ESSENTIAL FUNCTIONS:

  • Participate in the development of project plans and programs in conjunction with senior leadership
  • Convene and provide overall direction to project teams
  • Lead in preparation of request for proposals (RFP/RFI), project budgets, and manage project related contractual expenditures in conjunction with the department academic administrator and Vice Chair
  • Identify resources, including organizing and coordinating resources from UMMS and other campuses of the University system; monitor work progress, including data analysis and reports, and oversee its timely completion
  • Hire, advise, directly supervise and evaluate the performance of specified facility/unit directors, coordinators, and per diem staff. Provide functional supervision of other specified facility/unit staff as needed
  • Coordinate formal communications and meetings
  • May act in a facility/unit management capacity and be responsible for managing day-to-day logistics and operational needs of the projects, convening and providing overall to direction to facility/unit teams and identifying and addressing problems which may adversely affect performance of facility/unit work.
  • Summarize findings of data analysis and incorporate pertinent information into presentations
  • Perform other duties as required

Qualifications

REQUIRED QUALIFICATIONS:

  • Master’s degree or equivalent in Health Care Administration, Public Health, or a health policy related health care field
  • 7 years’ experience in developing, implementing and evaluating clinical programs, including significant experience in project management, supervision of staff and fiscal responsibility, or equivalent
  • Working knowledge of supervision and coordination of complex, federally, state or municipally funded, projects in an academic setting
  • Communication and presentation skills, both oral and written, to interact with faculty, staff, and investigators and to produce reports suitable for an academic audience
  • Ability to analyze problems and propose solutions. Must be able to assist faculty in problem solving and resolution.
  • Knowledge of the Rules of the School of Medicine
  • Ability to manage and oversee daily operations in compliance with all related policies.
  • Must have strong management skills which may include high volume and stress situations.
  • Must have high-level interpersonal skills to handle sensitive and confidential situations.
  • Ability to plan, organize, coordinate and implement administrative functions and activities that apply to this role.
  • The ability to work and think independently, be self-motivated, and detail oriented.
  • Proficient in MS Office suite (eg. Word, Excel, Access, PowerPoint).

Additional Information

 

 

The sucessfull candidate will be expected to spend time between UMass Chan and all of the State Contract sites (Boston, Brockton, Taunton, Fall River, Cape Cod)

Candidate should have experience in preparation of RFP/RFI and experience with the state of Massachusetts Department of Mental Health or other equivalent entities.
