Under the general direction of the Managing Director, Health Systems Solutions, or designee, the Executive Director (ED) of Pharmacy Services and Business Development is responsible for leading and expanding pharmacy consulting services within ForHealth Consulting. This role combines strategic oversight for all pharmacy-related consulting services with a primary focus on business development to drive growth and enhance client relationships. The ED is directly accountable for operations across all pharmacy programs and ensures superior service to clients and stakeholders.
In addition to providing leadership, direction, and guidance in all pharmacy programs, this position has primary responsibility for formulating and implementing new business development strategies and marketing and sales efforts to achieve revenue and margin growth aligned with the new business and operational priorities articulated in the UMass Chan and ForHealth Consulting strategic plan. This position is the principal customer liaison responsible for developing, maintaining, and increasing customer satisfaction. The ED monitors and addresses emerging business issues to ensure the integrity and effectiveness of pharmacy programs and maintains existing business lines through ongoing program evaluation and process improvements. The ED has overall responsibility for managing and directing a diverse portfolio of contracts and a staff while assuring quality service delivery and prioritizing customer service and satisfaction.
Strategic Leadership & Planning
• Leads departmental strategic planning initiatives and ensures alignment with ForHealth Consulting and UMass Chans’ strategic direction and goals.
• Align departmental goals with ForHealth Consulting True North Metrics (client satisfaction, employee engagement, strategic growth, financial health, and continuous improvement).
• Provides leadership on ForHealth Consulting initiatives in areas consistent with enterprise goals.
• Leads departmental Directors, Managers, and staff in advancing departmental and ForHealth Consulting strategic goals within their own positions and duties.
• Develops, reviews, and leads new program initiatives in accordance with departmental service lines and business goals.
• Participates in long-range strategic and operational planning, including identifying and securing funding sources.
• Drives, manages, and leads business and financial plans to meet enterprise and departmental strategic goals.
Business Development & Market Growth
• Leads business development efforts in discovering and evaluating new pharmacy services markets, identifying business leads, and targeting specific opportunities leading to the acquisition of new business or expansion of existing business maximizing revenue/margin, while maintaining relationships with existing clients.
• Independently identifies and develops new business opportunities, in-state and nationally, for pharmacy services business lines for federal, state and local government, and the private sector.
• Represents pharmacy in ForHealth Consulting-led strategy meetings to identify new business opportunities, support collaboration within ForHealth Consulting solution sets, participate in go/no-go decisions on future work and develop proposal responses.
• Provides strategic direction for responses to new business opportunities to achieve an appropriate balance of programmatic quality with financial competitiveness.
• Oversees and participates in the development, review, and implementation of new program initiatives in accordance with core business and service line goals and objectives.
• Analyzes opportunities for growth and revenue generation in the pharmacy market segment.
• Forecasts business development opportunities for new markets, including return on investment and cost structure modeling.
• Develops and implements strategic plans to drive out-of-state revenue generation.
• Solidifies and communicates ForHealth Consulting’s brand identity, core values, and principles.
Program Oversight & Service Delivery
• Oversees the development and implementation of programs and projects across business lines.
• Manages and oversees departmental day-to-day operational, clinical, and administrative operations.
• Ensures that pharmacy programs and services meet regulatory, legal, and contractual requirements.
• Assures resources are established for optimal and necessary service delivery and implementation.
• Develops infrastructure, metrics, and analytics to assess program quality and lifecycle.
• Establishes and monitors performance goals and service improvement strategies.
• Oversees quality management programs to document the department’s effectiveness through ongoing quality assurance and program evaluation initiatives, including setting and tracking attainment of performance goals, maintenance of program efficiency and effectiveness, and adoption of alternative workflows and processes to improve specific areas of service delivery.
• Assure quality objectives are met and maintained for optimal contractual relationships.
Client Relations & Stakeholder Engagement
• Cultivates and maintains strong collaborative relationships and communication with enterprise leadership and other ForHealth Consulting business units.
• Communicates regularly and effectively with the Managing Director and ForHealth Consulting Leadership related to pharmacy business lines, operations, budgets, and business activities.
• Works with shared infrastructure divisions (i.e., finance and digital solutions) within UMass Chan to assure their involvement in support of the department’s core business growth in a fashion consistent with the overall goals and objectives of UMass Chan/ ForHealth Consulting.
• Negotiates contract terms with applicable Commonwealth of Massachusetts agencies and non-state agency clients and business partners.
• Collaborates with internal business units to support joint service delivery efforts.
• Establishes and maintains productive collegial relationships with key client agencies and designated client contacts.
• Works collaboratively with customers to enhance services and satisfaction.
Financial Oversight
• Oversees operational and fiscal compliance and reporting requirements, including budget development and implementation, across the full range of contract reporting and established financial targets.
• Directs budgeting, forecasting, and fiscal reporting processes in collaboration with designated Finance Business Partner(s).
• Monitors and analyzes all labor, operating, and capital expense budgets, ensuring financial viability of pharmacy services.
Technology & Information Systems
• Oversees ongoing evaluation, planning, and implementation of departmental information technology (IT) functions and solutions.
• Ensures the department has appropriate IT systems and tools to support business process improvement, function effectively in a fully remote environment, leverage staffing to best advantage, and support the maintenance and growth of business.
• Ensures implementation and maintenance of systems and procedures to safeguard the security and confidentiality of personal health information and business documents and intelligence consistent with UMass rules and state and federal regulations.
Human Resources & Professional Development
• In collaboration with departmental Directors and Managers, establishes and enforces departmental policies and designates appropriate staff to address data security and compliance requirements, adherence to relevant rules, regulations and contractual obligations.
• Oversees delivery of competency-based training programs for new employees and professional development opportunities for existing employees to ensure maintenance and enhancement of required knowledge and skill sets for effective job performance. Ensures ongoing maintenance and verification of health professions licensure that are a basis for employment.
• Provides staff supervision, including hiring, performance review, disciplinary action, and termination
• Creates an environment that fosters a desirable workplace climate, improves and maintains performance, ensures employee retention, and respects diverse perspectives.
