Overview

The Senior Administrator of NBS, under the guidance of the Deputy Managing Director of Clinical Delivery Services and Workforce Development and in collaboration with Newborn Screening (NBS) leadership, is responsible for providing strategic and operational leadership for designated NBS product lines. This includes overseeing sales, business development, consulting, product development, and service delivery.

 

In this role, the Senior Administrator of NBS will address current business challenges while fostering an environment that encourages creativity and business growth. They will lead program development, planning, and service delivery initiatives, and integrate the expertise and skills within ForHealth Consulting to drive business expansion.

 

The Senior Administrator of NBS will align NBS business and operational priorities with ForHealth’s strategic goals, ensuring optimal allocation of capital, talent, and operation expenditures. Working closely with NBS scientific leadership, this role involves managing and directing a diverse portfolio of local, state, federal, and international NBS contracts and grants, with a strong focus on quality service delivery and customer satisfaction.

Responsibilities

MAJOR RESPONSIBILITIES:

 

Strategic and Financial Leadership:

 

  • Lead the expansion of NBS services, consulting, and technical assistance opportunities across various departments. Develop and lead business financial plans to support ForHealth’s Strategic goals, focusing on out-of-state growth and profitability. Ensure operational and fiscal compliance, including budget development and reporting requirements.

 

Business Development and Client Relationships:

  • Identify and pursue new business opportunities in federal, state, international markets, and the private sector. Maintain and enhance relationships with key clients. Work collaboratively with customers to meet their needs and develop strategies for service improvement and revenue growth.

 

Budget and Financial Management:

  • Oversee the annual budget, manage monthly financial reports, forecasts, and corrective actions. Maintain the financial health of NBS business lines through sound fiscal management. Analyze and forecast growth opportunities in the NBS market segment to drive profitability.

 

Operational Efficiency and Process Improvement:

  • Manage labor, operating, and capital expense budgets, ensuring proper allocation of resources. Analyze and improve administrative systems for increased efficiency. Develop process improvement activities to streamline operations and implement inventory control systems.

 

 

Staff and Technology Management:

  • Develop and execute staffing plans for program staff. Lead the installation of new laboratory technology and manage vendor contracts. Oversee purchasing and supply management to ensure cost-effective use and ordering of supplies.

 

Communication and Compliance:

  • Communicate regularly with executive and operational leadership about NBS business lines, operations, budgets, and activities. Support the NBS Executive Director with IT systems and tools for laboratory process improvement and future expansion. Adhere to University, State, and funding agency regulations.

 

Human Resources and Professional Development:

  • Oversee human resources support, including staffing, recruitment, counseling, compensation, and benefits. Foster a positive workplace climate and support employee retention. Support professional development of staff. 
  • Performs other duties as required.

Qualifications

  • Master’s Level degree or equivalent in Business, Finance, Management, Public Administration, or related field, or equivalent experience.
  • 5 to 7 years as academic or healthcare operations leader, including fiscal management responsibility.
  • Proven experience in leading and managing operations within a healthcare or clinical setting
  • Demonstrated success in business development, including identifying growth opportunities, managing sales, and expanding service lines.
  • Strong background in financial management, including budgeting, financial forecasting, and variance reporting.
  • Experience in strategic planning and execution, with a track record of aligning business operations with organizational objectives
  • Experience in managing and directing multiple contracts or grants at local, state, federal, and international levels.

Additional Information

PREFERRED QUALIFICATIONS:

 

  • Experience in laboratory or scientific operations.
  • Substantial experience working with state governments and public agency leaders, in roles requiring senior level responsibility.
  • Deep expertise in the healthcare business sector including state and federal agencies (Medicaid, Medicare).
  • Experience and expertise in managing organization-wide projects and domains.
