Overview

JOB SUMMARY:

Under the general direction of the Director or designee, the Sr. Cost Analyst is responsible for analyzing cost reports and calculating operating revenue and assessment amounts. Drafts supplemental documents allowing providers to submit cost information. Arranges for payment of supplemental payments to providers. Assists with obtaining any required documentation for calculation of the upper payment limits.

Responsibilities

ESSENTIAL FUNCTIONS:

 

ASSESSMENT:

  • Track cost reports that providers submit
  • Follow up with providers regarding missing cost reports
  • Draft supplemental documents allowing providers to submit cost information (for providers not required to submit CHIA cost reports or where CHIA cost reports do not capture all required information)
  • Analyze cost reports and calculate operating revenue and assessment amounts
  • Communicate assessment amounts to providers
  • Answer questions from providers regarding assessment/hold office hours for providers
  • Process any updated data from providers
  • Manage collection of payments from providers
  • Follow up with providers/recommend additional steps for providers who have not paid owed assessment

SUPPLEMENTAL PAYMENT:

  • Review MassHealth utilization data
  • Calculate overall supplemental payment payable to providers
  • Calculate supplemental payments payable to each provider
  • Arrange for payment of supplemental payments to providers
  • Assist with obtaining any required documentation for calculation of the upper payment limit (e.g. invoices) for submission to CMS
  • Assist with gathering any information needed for submission of state plan amendments regarding supplemental payments

OTHER TRANSPORTATION-RELATED TASKS:

  • General assistance with issues relating to transportation access issues (e.g. ensuring access to and from dialysis appointments)
  • Other related tasks as needed

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in management, healthcare, business administration or equivalent experience
  • 2 years of demonstrated experience in cost and or revenue analyses.
  • Strong written and verbal communication skills to interact effectively with staff, clients, and vendor staff
  • Ability to lead and direct a matrix project team, as well as the ability to lead and direct effective meetings and work sessions
  • Strong computer skills, including word processing, spreadsheet, and PowerPoint.
  • Ability to travel to off-site locations as needed
