    GENERAL SUMMARY OF POSITION: 

    The Center for Health Policy and Research (CHPR) a division of Commonwealth Medicine (CWM) in the University of Massachusetts Medical School (UMMS) is seeking applicants for the position of Senior Director for Evaluation and Research. Reporting directly to the CHPR Director. The Senior Director provides overall strategic and scientific leadership for a wide range of evaluation and research activities within CHPR, including providing supervision and guidance to a team of senior staff and faculty. 

     

    Qualified candidates will be eligible for a faculty appointment at the UMMS, at a rank commensurate with their accomplishments, and will be involved in educational and other academic activities.

    Responsibilities

    MAJOR RESPONSIBILITIES:

    • Provide scientific and strategic leadership for all research activities within the Center.
    • Lead and manage a comprehensive health services research and evaluation group, including the development of research proposals, design of projects, data analysis and interpretation, and reporting of study results.
    • Directs the design and implementation of health and disability-related research and evaluation studies. This includes identifying potential projects, directing the design of scientifically sound project plans, ensuring the quality of study implementation, summarizing the results for a variety of audiences including client deliverables and peer reviewed journals and presentations.
    • Establishes research and evaluation-related business development and administration functions.
    • Provides strategic input and direction in health services research and evaluation projects.
    • Supports the development and implementation of new health services projects.
    • Provides content expertise to other CHPR/CWM work focused on program evaluation research and data analysis.
    • Participates, as appropriate, in UMMS teaching activities.
    • Represents CHPR in health services research and evaluation work at the state, regional and national levels (research planning, scientific groups, policy recommendations, conferences, and committees).
    • Participates in Center and CWM-wide business and strategic planning.
    • Collaborates in business expansion planning; as well as succession planning activities.
    • Participate, as appropriate, in client presentations, and client facing business development activities.
    • May provide program evaluation and research related consulting services.
    • Supports professional development of senior staff/faculty.
    • Collaborates in the development of a health services research and program evaluation strategic planning and works with CHPR and CWM leadership to implement this strategic vision.
    • Seeks new funding opportunities, including grant applications and contracts
    • Perform related duties as required.

    Qualifications

    REQUIRED QUALIFICATIONS:

    • MD or Ph.D. in health policy, health economics, evaluation or related field, with at least 10 years of health services research and program evaluation related experience;
    • Proven track record as a successful manager and leader of a mixed methods research group;
    • Established record of extramural funding (grant and/or contract) of research and analytic projects, history of publication in peer-reviewed journals in health services research, quality measurement, health economics or related fields;
    • Strong knowledge and experience with analysis of Medicaid, Medicare and other health claims data sets;
    • Ability to facilitate meetings and establish productive, professional relationship with executive management, government officials, private contractors, foundations and other funders;
    • Demonstrated ability to interpret policy and state and federal regulations
    • Demonstrated experience in computer-based tools, including spreadsheets, database management, statistical analytic software packages;
    • Excellent ability to communicate in both spoken and written language;
    • Exceptional project management skills;
    • General knowledge in account and fiscal principals, demonstrated ability to oversee budget for multiple complex funding sources.
