Under the direction of the Director or designee, the Senior Manager will oversee auditors and other financial staff to ensure that audits and other financial activities are performed accurately and brought to completion in a timely manner. This position will be integral in reviewing and implementing all policies, procedures, and contractual obligations, as well as creating and monitoring the FCU budgets. The Manager will provide daily audit supervision to staff and contractors; perform reviews of audit work; supervise various accounts receivable and invoicing activities; and assist in the hiring, training and development of financial auditors.  


The Senior Manager must be adept at reviewing detailed audit work papers and financial data, and must be proficient in creating and reviewing summary information and reports of a financial nature.


Commonwealth Medicine (CWM) is the consulting division of UMass Medical School.  The CWM Center for Health Care Financing (CHCF) helps state and local governments, primarily in Massachusetts, identify opportunities to increase savings and reimbursements through federal and other third party sources, establish effective savings and reimbursement programs and capitalize on all possible revenue streams. We identify opportunities for our clients to increase services and reduce the net cost of delivery.


The Financial Compliance Unit (FCU), within CHCF, performs financial audits and reviews of Nursing Facilities and Hospitals to ensure compliance with MassHealth provider, administrative, and billing regulations.  The FCU also performs various tasks related to billing, reporting and financial reviews of other state government programs.  FCU staff are primarily accountants, auditors and staff, highly skilled in Access and Excel.






  • Assist in the development, management, coordination and implementation of revenue initiatives, in and out of state.
  • Lead in the analysis and evaluation of data to support projects in and out of state.
  • Lead in the research & development of new business opportunities.
  • Manage assigned projects from start to finish. 
  • Develop work plans; plan resource requirements.
  • Participate in the development of agreements between public entities and the University.
  • Assist in the evaluation and respond to grant and business proposals by providing reporting and data analysis.
  • Develop and present success, merits of initiative to staff and clients.
  • Research and develops work plans to implement projects.
  • Coordinate with subcontractors to obtain databases for various revenue initiatives.
  • Lead in the development of project budget projections and actual comparisons. 
  • Support Senior Associate with forecasting and product/product pricing.
  • Assist with preparing internal budgets.
  • Participate in training staff (in and out of state) in types of reimbursable initiatives.
  • Prepare federal claims for reimbursement.
  • Communicate with clients about status of their projects. Respond to client needs and requests promptly.
  • Oversee the preparation of all assigned internal and external reports.  Reviews all reports for completeness, accuracy, and timeliness. Decides the need for new or revised reports. 
  • Provide training to other staff on specific subject matter.
  • Participate in the Continuous Quality Improvement program.
  • Perform other duties as required.




  • Master’s degree in a business related field, or equivalent experience.              
  • 5-7 years experience in a related field.
  • Demonstrated experience in interpreting State and Federal regulations as they apply to public assistance programs.
  • Project management skills and experience in implementing and project management of large projects.
  • Demonstrated ability to work numerous projects simultaneously and meet deadlines.
  • Knowledge in general accounting principles and budgeting.
  • Experience in supervision and/or demonstrate ability to manage and motivate staff.
  • Expertise in computer based tools, including spreadsheets, database management, and word processing.
  • Ability to travel to off-site locations

Additional Information

 Preferred Qualifications:

  • Certified Public Accountant preferred; other accounting/finance certification may be acceptable.
  • Exceptional knowledge of accounting principles and financial reporting
  • Experience in managing government/healthcare audits

  • Proficient MS Access and Excel skills
