Under the general direction of the Program Manager or designee, the Program Analyst II will support the development and implementation of assigned program activities within the MassHealth Office of Long Term Services and Supports. This position will become an internal subject matter expert on relevant program design and leverage that expertise to support key operational and implementation workstreams.  The Program Analyst will manage across multiple complex tasks, develop an in-depth understanding of MassHealth data and its programs, manage analytic requests, as well as plan, organize and direct project team meetings.



  • Perform policy research and data analysis specific to health care and human services topics and issues that apply to the program. This requires an in-depth understanding of the overall program design, project’s goals, and policy context within the program.
  • Prepare written summaries and reports of policy and data analyses that synthesize all relevant information into easily understood formats for both internal and external distribution. Prepare charts, graphs, tables and presentations.
  • Research complex policy questions in a structure and hypothesis-driven manner, identifying options and developing recommendations for Management consideration.
  • In collaboration with Program Manager and other project team members, responsible for managing the ongoing program design and implementation work plans. Includes keeping management apprised of any issues that may impact program timeline or deliverables.
  • Work in a matrix environment with personnel throughout the program (internal and external) to serve as a resource and authority on the program.
  • Prepare materials for and lead program related meetings to include collecting feedback from stakeholders and synthesizing the key learnings and action items.
  • Assist in identifying sources of data and information relevant to specific analytic projects on health care and human services topics and issues.
  • Perform other duties as required.



  • Bachelor’s Degree in public or business administration or related field; or equivalent.
  • Four years of related professional work experience.
  • Superior written communication skills as demonstrated by previous work.
  • Demonstrated ability to conduct thoughtful and accurate analysis, research and writing in a relevant discipline.
  • Excellent quantitative and qualitative policy research and analytical skills.
  • Strong background in computer based tools including spreadsheets, database management, word processing and presentation software. .
  • Ability to take initiative on assignments and work independently or as a member of a team.

Additional Information


  • Knowledge of the Massachusetts health care system and current health care policy issues.
  • Knowledge of federal and state legislative, regulatory and policymaking processes.
  • Knowledge of health care payment methods.
  • Structured and process-oriented thinker with a strong interest in healthcare policy and particularly payment reform
  • Active and facilitative presence in meetings. Willing and able to provide structure and tight process management, and also able to prioritize listening and drawing out participation from key people in a meeting
  • Able to provide constructive feedback and trade ownership of deliverables with other members of the team in a collaborative environment in whatever way is most productive to common goals.
  • Fast learner with dedication to the subject area. Willing and able to put in the time and effort to master a complex set of reform and payment models. Ideally should have a strong background in related subject matter – e.g., alternative payment models, healthcare payment reforms, managed care reforms, accountable care models, integration of care, etc.
  • Able to produce well-structured, visually pleasing exhibits in PowerPoint and build/manage workplans and moderately advanced models (e.g., multi-tab financial models, pivot tables, etc.) in Excel.
  • Ability to analyze, interpret and present information from multiple data sources utilizing a broad array of technology resources (Cognos, Excel, SAS, Access, PowerPoint, SQL, etc.), working with the Director of Business Operations, Data Warehouse staff, program staff, and relevant vendors
  • Coordinate with program staff, MassHealth strategy and finance teams, vendors and other internal stakeholders to develop dashboards to effectively communicate the financial, programmatic and quality performance of LTSS vendors serving MassHealth
