GENERAL SUMMARY OF POSITION:
Under the general direction of the Program Manager or designee, the Senior Policy Analyst will support the development and implementation of assigned program activities. This position will become an internal subject matter expert on relevant program design and leverage that expertise to support key operational and implementation workstreams.
The Senior Policy Analyst is responsible for supporting the policy analysis, writing and research activities of the Center for Health Law and Economics by identifying, obtaining, organizing and analyzing quantitative and qualitative data, reviewing academic and professional literature, and gathering information from multiple sources on the costs, utilization, quality and access to health care and human services.
For the first year of this assignment, the Senior Policy Analyst will be working directly with MassHealth to help implement a multi-year payment and care delivery reform. The centerpiece of this reform is the roll out of three new payment models for Accountable Care Organizations (ACOs). Over the course of the next year, the ACO Program Team will conduct phased procurements and contracting efforts for each ACO model, assist key implementation leads with significant systems and operational projects, directly manage ACOs and their performance, revise the ACO models’ design in response to implementation realities, and manage change at a massive scale.
